The Role of Local Government Policy in Heritage Preservation in the Kepulauan Riau

The Kepulauan Riau province, known for its rich cultural and historical heritage, faces increasing challenges in preserving its heritage due to rapid urbanization and economic development. Local government policies play a critical role in safeguarding these cultural assets, ensuring their sustainability for future generations. This research aims to analyze the effectiveness of local government policies in heritage preservation in the Kepulauan Riau, with a focus on identifying gaps and opportunities for improvement. Utilizing a qualitative approach, this study combines document analysis of regional regulations and policies with in-depth interviews with key stakeholders, including government officials, cultural experts, and local communities. The findings reveal that while there are numerous regulations in place to support heritage preservation, inconsistencies in policy implementation and a lack of community involvement have hindered their success. Furthermore, the absence of sufficient funding and technical expertise has further limited the effectiveness of these policies. The study concludes that a more integrated and participatory approach is essential to address these challenges. Recommendations include the development of clear, enforceable policies, increased allocation of resources, and the active engagement of local communities in preservation efforts. These strategies are expected to enhance the role of local governments in protecting the unique cultural heritage of the Kepulauan Riau.
