Abstract

The Kepulauan Riau, an archipelago in Indonesia, faces significant challenges in balancing marine ecosystem sustainability with economic growth. Overfishing, habitat destruction, and unsustainable tourism practices are threatening the region’s marine biodiversity, while local communities rely heavily on the ocean for their livelihoods. Despite efforts to manage marine resources, the lack of effective governance mechanisms and the fragmented implementation of policies hinder progress toward a balanced, sustainable approach. This study aims to assess the current state of marine governance in the Kepulauan Riau and propose strategies for optimizing management practices to achieve both ecosystem sustainability and economic welfare. Specifically, the research investigates existing governance frameworks, evaluates their effectiveness in addressing marine ecosystem threats, and identifies opportunities for improvement. Findings indicate that although there are some positive governance initiatives, such as community-based conservation efforts and marine protected areas (MPAs), governance remains fragmented and lacks coordination among key actors. The research also highlights the need for stronger enforcement of regulations, better data sharing, and enhanced local participation in decision-making processes. The study concludes that optimizing marine governance in the Kepulauan Riau requires a holistic approach that integrates ecological science with socio-economic considerations, encourages multi-stakeholder collaboration, and strengthens policy enforcement to ensure the long-term sustainability of both the marine environment and the local economy.
