Analisis Dampak Penutupan Akses Pariwisata di Wilayah Perbatasan Kabupaten Bintan Pada Masa Pandemi COVID-19

Abstract

Bintan Regency has a geographical location that has a maritime boundary with Singapore, making this border strengthen various investments, especially in the tourism sector. During the COVID-19 pandemic, Bintan Regency Tourism was in a very bad state because the source of local revenue (PAD) had 94% compared to other income sectors. This paper aims to analyze the impact that occurs with the policy of closing restricted access on visits from abroad or foreign tourists, both Singapore and several other countries to Bintan Regency. The research was conducted qualitatively with data collection techniques in the form of observation, interviews, and documentation as well as using relevant secondary data. Data analysis used NVivo 12 Pro software to test the results of interviews with several existing stakeholders, then the results were described descriptively and analyzed in depth. The results show that the impact of closing borders on tourism access occurs is that businessmen or tourism managers (hotels, villas, and resorts) show great determination or significance for their decline in income in the tourism sector, this is because their income is foreign tourists Other stakeholders are still in conditions that influence each other because there are still local tourists making them survive on tourism activities visiting Bintan Regency so that tourism activists can meet their needs during the COVID-19 pandemic. The regional and central governments must take strategic steps to reopen the border areas in the tourism sector while still prioritizing the Health Protocol so that every element of society that plays a role in the development of the sustainable tourism sector can be maintained during the COVID-19 pandemic.
