Abandoned land is increasingly common in various parts of Indonesia, including in Bintan district, especially as certified fallow land. The purpose of this study is to find out the criteria for fallow land and how to implement BPN's monitoring form for fallow land, especially land that has been issued with a building use right certificate. constructed by standard experimental research method. The results of this study indicate that the criteria for fallow land include land use rights, management rights, and land with a control basis over land, uncultivated, unused, or inappropriately used land. appropriate to the circumstances, or the nature and purposes of the grant or ownership of the premises. When performing the supervision function of the Land Authority, Bintan Regency performed the monitoring function either directly by visiting the subject or indirectly, namely by conducting an inventory of the fallow land, then determining the grant of fallow land with status or certificate of building use right. The monitoring function is properly implemented, as evidenced by the granting of some abandoned land in Bintan district, so that the land is currently owned by the state.
