Behavioral Intention of the Use of COVID-19 Governance Application: A Literature Review

The main objective of this study is to review the current literature on the individuals' intention and use of the application of COVID-19 governance during the COVID-19 pandemic. Specifically, we develop a conceptualization and development of a hypothesis related to the intention and use by using a technology acceptance model (TAM). Using a qualitative literature review, we established a new model and six hypotheses regarding the relationship between perceived usefulness, perceived ease of use, perceived risk, attitude, and intention to use. This model can be examined by future research.

Tourism Problems Policy in Labuan Bajo Using a Democratic Approach

Labuan Bajo is one of the leading tourist destinations in Indonesia. However, tourism in Labuan Bajo also faces various problems, such as environmental damage, economic inequality, and social conflict. A democratic, participatory, and equitable approach can be a solution to overcome these problems. The democratic approach emphasises the importance of community participation in decision-making. This is important so that tourism development in Labuan Bajo can fulfil the needs and interests of local communities. The participatory approach emphasises the importance of cooperation between stakeholders, including the government, private sector, and the community. This is important to realise sustainable tourism development. The equitable approach emphasises the importance of equitable distribution of tourism benefits to local communities. This is important to prevent social conflict. Some examples of the application of democratic, participatory, and equitable approaches in addressing tourism issues in Labuan Bajo: Establishment of a tourism community forum. This forum can be a forum for local communities to express their aspirations and participate in decision-making related to tourism development. Development of community-based tourism. Community-based tourism can provide greater benefits to local communities. Establishment of a tourism supervisory body. This body can play a role in preventing environmental damage and social conflict. The application of democratic approaches can be the key to realising tourism development in Labuan Bajo that is sustainable and fair for all parties.

Evaluation of the Suitability of ASN Functional Positions Towards Law No. 5 of 2014 Concerning State Civil Apparatus: Case Study at the Marine and Fisheries Service of the Kepulauan Riau Province

This study aims to determine whether the Career Development of Functional Positions at the Marine and Fisheries Service of Riau Islands Province is in accordance with Law Number 5 of 2014 concerning State Civil Apparatus. This study used the qualitative descriptive method, which used primary and secondary data sources. The data collection technique used semi-structured interviews and documentation techniques with a population of 32 people and a sample of 7 people with purposive sampling techniques. The technical data analysis used is descriptive analysis with data validity tests using source triangulation. This research results in the implementation of career development at the Marine and Fisheries Service of Riau Islands Province by Law Number 5 of 2014 concerning the State Civil Apparatus. However, the implementation has not run optimally due to a limited budget. This study concludes that different qualifications and competencies are needed to occupy functional positions. At the same time, the implementation of career development has not run well due to limited budgets. The Credit Score Assessment Team is only in the central government, so it is necessary to conduct regular coaching. There is no communication and synchronization of the duties and functions of functional positions with the needs of official activities.

Howlet’s Multiple Streams Theory and Policy Innovation: A Case Study of Digital Transformation in Indonesian Governance Post-Presidential Transition

Leadership changes often create opportunities for policy innovation, particularly in the realm of governance. This article examines the digital transformation within the Indonesian government following the presidential transition, employing Howlett's Multiple Streams Theory as a framework. This theory provides a lens through which to understand how policy agendas are shaped by the interplay of three streams—problems, policies, and politics. The case study investigates how policy actors leverage the windows of opportunity that arise during governmental transitions to expedite digital transformation. The research emphasizes the role of policy entrepreneurs and how a combination of internal and external factors influences policy decisions. The findings offer insights into the dynamics of public policy processes in Indonesia, as well as the challenges and opportunities associated with digital reform in the context of a new administration.

Georgia's Tbilisi Municipal Open Government Issues

This study aims to analyze the key issues of Tbilisi open government. Tbilisi plays a major role in open government in Georgia as the only local government selected for the OGP Local Government Pilot Program. Qualitative approaches and bibliometric analysis methods are used in this study. The data used were obtained from the Google Scholar database through Publish or Perish with keywords: Tbilisi information access, Tbilisi transparency, Tbilisi participation, and Tbilisi collaboration. Data selection used Mendeley, while the bibliometric map was obtained from VOSviewer. The findings of this study show that the study of open government in Tbilisi is fluctuating and not very popular. There are 86 relevant articles and 80 topics in the period 2011-2024. The main topics of focus are: challenge, opportunity, education, development, security, energy, policy, reform, civil society, evaluation, partnership, and program. Meanwhile, current and potential topics: technology, smart governance, government maturity, culture, tourism, digital information, public health, green economics, participatory budgeting, budget processes, reporting, standards, inclusiveness, agricultural sector, equality, and gender. Tbilisi is currently focusing on their five open government commitments: Smart Map civic activity portal, participatory budgeting, access to services and civic engagement, transparent governance, and city hall transparency.

Etika administrasi publik sangat penting untuk mencapai tata kelola yang transparan. Etika ini mencakup integritas, transparansi, akuntabilitas, dan keadilan untuk memerangi korupsi dan nepotisme. Menerapkan etika ini menumbuhkan pemerintahan yang efisien dan adil yang memprioritaskan kepentingan masyarakat. Artikel ini membahas dampak strategis etika dalam meningkatkan kualitas pelayanan publik, kepercayaan masyarakat, dan reformasi birokrasi melalui transparansi dan partisipasi. Ini juga membahas tantangan dalam penerapan etika, seperti korupsi dan pengawasan yang tidak memadai, dan mengusulkan solusi seperti pendidikan etika dan meritokrasi. Dengan mempromosikan standar etika yang kuat, tata kelola yang kredibel dan akuntabel yang selaras dengan kepentingan publik dapat direalisasikan.
